The first edition of the BVZ Tax Clipping in 2026 inaugurates a new regulatory cycle marked by significant structural changes for companies, investors, and corporate groups, within the context of the Consumption Tax Reform and the redesign of the relationship between the tax authorities and taxpayers.

Highlights of this edition:

– Supplementary Law No. 224/2025, which introduces a linear reduction of federal tax incentives and benefits, impacting special regimes, tax credits, and tax planning strategies;

– Supplementary Law No. 225/2026, which establishes the Taxpayer Rights Code, consolidates rights and guarantees, strengthens compliance programs, and imposes stricter rules on habitual tax debtors;

– The Brazilian Federal Revenue Service’s Questions and Answers guidance, clarifying key aspects of the new taxation of profits and dividends, the minimum income tax (IRPF mínimo), and transitional rules for 2025 and 2026;

– A decision by the Federal Supreme Court (STF) extending the deadline for corporate resolutions on dividend distributions, preserving legal certainty.

The edition also covers the initial operational developments of the Consumption Tax Reform, such as the testing phase of the IBS assessment system, as well as CARF decisions and regulatory updates with direct impact on compliance, governance, and tax planning.
