Our partner Daniel Zugman was interviewed by InfoMoney for an article on the calculation of the 11.3% reference rate for the Contribution on Goods and Services (CBS), released by the Federal Court of Accounts (TCU). The percentage was higher than the 9.21% previously used as a reference and surprised the market, raising new concerns about the effects of tax reform on companies starting in 2027.
In the article, the partner highlights that the difference from previous projections requires a reassessment of the impacts of the new taxation. According to him, “The recommendation now is for taxpayers to redo all impact simulations, as no one had considered such a high rate. This will have an immediate impact on margins and cash flow as early as 2027”.
In addition to the rate, the deadline for the Senate to define the percentage, scheduled for December 15, represents a challenge for companies, which will need to assess the effects of the CBS on their costs, review financial projections, and prepare for changes to contracts, prices, and systems before collection begins.
This scenario reinforces the importance of anticipating analyses of the impacts of tax reform, since the amount actually paid by each company will depend on the rules applicable to its business activities and the tax credits it may use.
